Two and a half weeks after the Trump administration abruptly cut off global access to Anthropic's most advanced AI tools, the Commerce Department has reversed course, restoring access to Claude Fable 5 and Mythos 5. Topline

The Trump administration has lifted export controls on Anthropic's most advanced AI models, Claude Fable 5 and Mythos 5, allowing the company to restore access to users globally. The move comes two and a half weeks after the government abruptly banned foreign nationals—including Anthropic employees who are not U.S. citizens—from accessing the models, citing national security concerns.

Global Restoration: Anthropic will begin restoring access to Fable 5 and Mythos 5 on Wednesday, July 1, to users worldwide on the Claude Platform, Claude.ai, Claude Code, and Claude Cowork. The company had previously suspended access to both models for all users on June 12 because it had "no reliable way to verify nationality in real-time".

The Models: Fable 5 and Mythos 5 are Anthropic's most advanced AI tools, built on its Claude platform. Fable 5 is the consumer version—capable of deep reasoning and performing complex tasks independently—while Mythos 5 is designed for businesses and cybersecurity experts, able to identify vulnerabilities in computer code. Both were released on June 9.

The Ban: On June 12, the Commerce Department issued an export control directive suspending access to both models for "any foreign national, whether inside or outside the United States, including foreign national Anthropic employees". The order came after Amazon researchers found a method of "jailbreaking" Fable 5, prompting it to identify software vulnerabilities and, in one case, produce exploit code. Anthropic disagreed with the severity of the finding, arguing that "a narrow potential jailbreak" should not trigger "recalling a commercial model deployed to hundreds of millions of people".

Partial Ease & Full Lift: On June 26, the government authorized the release of Mythos 5 to a limited group of "trusted" U.S. organizations. Then, on June 30, Commerce Secretary Howard Lutnick informed Anthropic that export controls were fully withdrawn and a license was no longer required.

Security Commitments: Anthropic secured the reversal by agreeing to "proactively detect and address security risks," collaborate on future model releases, and inform the government of any malicious activity. Lutnick's letter warns that the administration reserves the right to reimpose restrictions.

The Bigger Picture: Global or Just the US?

The restrictions were global in scope, applying to "any foreign national, whether inside or outside the United States". Accordingly, the lifting of controls restores access globally. Fable 5, the consumer model with safeguards, is being restored to users worldwide. Mythos 5, the more powerful model with fewer safeguards, is being restored to a set of U.S. organizations first, with Anthropic working to expand access to international partners.

What Led to the Export Curb?

The ban was triggered by a report from Amazon researchers who found a method of bypassing Fable 5's safeguards. The researchers prompted the model to identify software vulnerabilities and, in one case, produce code demonstrating how a vulnerability could be exploited. Anthropic downplayed the demonstration, saying the technique was used to "identify a small number of previously known, minor vulnerabilities," rather than to carry out a sophisticated cyber breach.

What This Means for the AI Industry

The reversal comes amid a broader push by the Trump administration to regulate advanced AI. An executive order on June 2 called for a voluntary "framework" for companies to test and release "frontier" AI models in collaboration with the government. CIA Director John Ratcliffe recently compared the most advanced AI models to "digital nuclear weapons", while OpenAI CEO Sam Altman has criticized the government's role in "picking the customers" for advanced models.
